In a significant stride toward fortifying the pillars of data accuracy and statistical excellence, the Uganda Bureau of Statistics (UBOS) on 28th November, 2023 inaugurated its new board members. The ceremony marked a pivotal moment for the organisation, as experienced leaders from diverse backgrounds assumed key roles to guide the UBOS in its mission to provide reliable and comprehensive statistical information.
The inauguration ceremony, held at the UBOS Conference Hall, was attended by distinguished guests, government officials, members of the statistical community, and the media fraternity. The event commenced with the singing of both the Uganda National and East African Anthems.
The newly appointed board members bring a wealth of experience and expertise to UBOS, reflecting a commitment to ensuring the bureau’s continued growth and effectiveness. Among the key appointments are leaders with statistics, economics, data science, and public policy backgrounds.
Dr Albert Byamugisha who will be serving for the second term as the Chairperson Board of Directors UBOS is an Associate Professor of Monitoring and Evaluation who holds a PhD in Monitoring and Evaluation from Kobe University in Japan (2012), a Master’s of Science in Statistics from, the University of Sheffield, UK (1992), a PGD in Pure Science, University of Sheffield, UK (1991) and a Bachelor of Statistics and Applied Economics from Makerere University (1990).
Other members of the committee include Dr Allen Kabagenyi representing Makerere University, Irene Birungi representing the Private Sector, Dr Opolot Jacob, Ms Rosettte Nakavuma, Dr Rogers Matte representing the National Planning Authority, Mrs. Pamela Ninsiima Kansiime, and UBOS Executive Director Dr. Chris Ndatira Mukisa as ex-official.
In his remarks, UBOS Executive Director, Dr. Chris Mukisa welcomed the new members of the Board. He promised a harmonious working relationship as well as made an appeal to the Board to support the National Population and Housing Census enumeration scheduled for May next year to enable every citizen to support and participate in the Census activities.
Dr Albert Byamugisha, on behalf of the new Board Committee, pledged their commitment to deliver on the Plan for National Statistical Development III (PNSDIII, 2020/21 – 2024/25 with the support of the Management of UBOS and all the stakeholders in the National Statistical System (NSS).
The key strategic goals of PNSDIII include: Strengthening coordination, cooperation, and partnerships in the NSS, increasing statistical capacity in the NSS, strengthening systems for data production and development in the NSS, and enhancing dissemination, uptake, and use of statistics.
The Principal Judge of Uganda, His Lordship Hon. Justice Dr. Flavian Zeija, who administered the Oath of Office and Secrecy to the incoming Board Members, encouraged members to utilise the opportunity they have been given to shape the decisions made for our country and always remember their role as oversight and not to manage the bureau.
The Chief Guest, Minister of State for Finance and Economic Development (Planning), Hon. Amos Lugoolobi called upon the incoming Board to internalise the mandate and functions of the Bureau and come up with policies, regulations, and guidelines that will enable the Bureau to keep on top of the game.
The functions of the Board of Directors are well spelt out in The Uganda Bureau of Statistics Act, 1998, Section 6 as follows:
- To formulate policy guidelines and monitor the implementation of the Bureau plans and programmes
- To approve the annual budget action plan for the Bureau
- To make or approve senior-staff appointments
- To determine from time to time the Bureau’s structure, staffing levels, and terms and conditions of service
- To establish rules and procedures for:
- The appointment, career development, and discipline of staff
- The purchase of goods and services and disposal of assets
- Proper management of the Bureau’s finances and assets
- To keep the Minister informed of the progress of the business of the Bureau at 3-month intervals.
The inauguration of the new board members at the Uganda Bureau of Statistics signifies a renewed commitment to excellence, transparency, and innovation in the field of statistics. With a diverse and experienced leadership team at the helm, UBOS is poised to navigate the evolving landscape of data and contribute significantly to evidence-based decision-making in the country. As the bureau embarks on this new chapter, the anticipation is high for its positive impact on the quality and accessibility of statistical information for years to come.
